Division for Land Registration Affairs

Main Duties:Land registration, unregistered land inheritance, real estate dispute Conciliation, and management of land administration agents.

Subdivision 1

• Cadaster clearance affairs.
• Reviewing of relevant laws and regulations of land/building registration.
• Responding inquiries about legal terms and land/building registrations from land offices. Dealing with petitions of cases concerning both land/building registration.
• Supervising and evaluating land/building registrations for all land offices of Taipei City.
• Maintaining files of unregistered land-inheritance.
• Assisting Committee on Real Estate Dispute Conciliation (for cases specified in article 2 of "Regulations Governing Establishment of and Conciliation by Committees on Real Estate Dispute Conciliation at Municipality/City/County Levels" only.

Subdivision 2

• Reviewing of relevant laws and regulations of land/building registration.
• Supervising and evaluating land/building registrations for all land offices of Taipei City.
• Responding inquiries about legal terms and land/building registrations from land offices. Dealing with petitions of cases concerning both land/building registration.
• Maintaining files of unregistered land-inheritance.

Division for Surveying and Mapping Affairs

Main Duties: Surveying and Mapping.

• Reviewing of relevant laws and regulations of Land/building survey.
• Supervising land/building surveys for Land Development Agency and land offices of Taipei City.
• Responding inquiries about legal terms related to land/building survey from land offices or Land Development Agency. Dealing with petitions of cases concerning both land/building survey.
• Issuing certificates of qualification of cadastral survey.

Land Value Division

Main Duty:Management of Land value in Taipei City 

Subdivision 1

• Filing and publishing of the current land value and announced land value.
• Cooperating with tax authorities to examine the deduction of land value tax.
• Cooperating with Ministry of the Interior to check land value index of urban areas.

Subdivision 2

• Managing the registration of real estate appraisers.
• Handling cases of land with under-rated land value.
• Compiling land parcel inventory of completed-public-facility areas, and submit the same to tax authorities for imposing land value tax.

Subdivision 3

• Updating and amending land value of divided and united lands.
• Reassessing land value, accepting landowners to declare land values and compiling general registers of landowners for tax authorities as references to levy land value tax.

Land Rights and Real Estate Transaction Division

Main Duties: Management of private/public tenancies, farmlands, and real estate transactions in Taipei City 

Subdivision 1

• Ratifying the continuance, amendment, termination and cancellation of the 37.5% arable land rental reduction.
• Conciliating dispute over the 37.5% arable land rental reduction.
• Approving of land/building acquisition by foreigners and reporting to Ministry of the Interior.
• Approving of land/building acquisition/ transfer for residents, parties, corporations from Mainland China.
• Issuing certificates for real estate brokers.
• Recording changes of real estate broking.
• Handling dispute over real estate expense.

Subdivision 2

• Managing city-owned farm lands.
• Accepting applications and registrations of real estate broking.
• Examining real estate broking.
• Handling dispute over real estate expense.

Subdivision 3

• Managing real estate broking.
• Educating the safety issues of real estate transaction.
• Handling dispute over real estate expense.

Land Use Division

• Managing expropriation over private land and the ground improvements on private land（including the custody and delivering compensatory payments）.
• Appropriating public land and houses.
• Filing information of land reserved for the public infrastructure.
• Managine city-owned farm lands.
• Ratifying the continuance, amendment, termination and cancellation of the 37.5% arable land rental reduction.
• Concilating dispute ovde the 37.5% arable land rental reduction.
• Approving of land/building acquisition by foreigners and reporting to Ministry of the Interior.

Land Development Division

Main Duty: Zone Expropriation

• Supervising and evaluating zone expropriation done by land development agency.
• Responding inquiries about legal terms from Land Development Agency and reporting to Central Government for approval.
• Amending regulations and policies on zone expropriation; improving the operation and the methods applied.
• Supervising and evaluating building plans and constructions of zone expropriation.
• Other relevant affairs of zone expropriation.

Main Duty: Urban Land Readjustment

• Supervising and evaluating urban land readjustments of Land Development Agency.
• Responding inquiries about legal terms from Land Development Agency and reporting to central government for approval.
• Amending regulations and policies on urban land readjustments; improving the operation and the methods applied.
• Supervising and evaluating building plans and constructions of urban land readjustments.

Main Duty: Land Development Surplus Fund

• Amending regulations and policies on land development surplus fund operation.
• Handling Land Development Surplus Fund Committee affairs.
• Accepting subsidy applications, and dealing with appropriation, reimbursement, management and assessment of the subsidy cases matters.

Systems Office

• Administering the planning, supervising, promotion, reviewing, and implementation of land administration information systems for DOLA and study of significant projects concerning land administration.
• Promoting the integrated information systems of land administration for the six land offices under Department of Land jurisdiction and interconnection with other organizations.
• Creating and maintaining the website and its contents of Department of Land and land administration information systems.
• Operating and maintaining the internetworking hardware and devices in DOL's computer room.
• Operating and maintaining the internetworking environment of Department of Land and its divisions, both the networking and computers and information devices.

• In charge of property, official document processing, general affairs, cashier, research, evaluation, and integrated affairs.

Accounting Office

• In charge of budget, accounting and statistics affairs.

Personnel Office

• In charge of personnel affairs..

Government Ethics Office

• In charge of government ethics affairs.

Land Registration Section

• In charge of land/building registration examination and relevant laws research.

Land Survey Section

• In charge of land/building survey and relevant laws research

Cadaster Information Section

• Registering; checking and ratifying cadastral identification; reviewing and copying application forms and attachments; issuing English real estate registration certificates.

General Affairs Section

• Processing of paperwork; refund and cashier; managing of general affairs.

Zone Expropriation Section

• Planning, evaluating, collecting, and redistribution of land and original residents of all zone expropriation cases in Taipei City.
• Financial settlement and achievement report.

Civil Engineering Section

• Planning, designing, constructing, checking and transferring of all constructions in consolidation and zone expropriation areas.

Control Survey Section

• Control surveys; maintaining measuring marks; legal subdivisions of land, consigned survey by the court/higher authorities; researching and developing survey techniques.

Mapping Section

• Arranging cadastral clearance, parcel survey.
• Managing and maintaining of cadastral maps.
• Drawing up regulations/acts of survey in cooperation with higher authorities.

Land Consolidation Section

• Researching, estimating, reporting and announcing the urban land consolidation projects in Taipei City; redistribution, transferring discharging of land; selling offset-expenditure lands; issuing personal certificates of total consolidation costs; financial settlement and achievement report.
• Supervising the voluntary urban land consolidation projects in Taipei City.
• Evaluating, compensating, demolishing and relocating improvements on land within the zone expropriation or land consolidation areas.

Secretary Office

• In charge of management of documentation, signatures, files, general affairs, cashier, asset, systems administration, research and evaluation, and affairs unassigned to other sections and offices.
