This trip focused on practical matters related to tobacco and alcohol administration, the crackdown on illicit tobacco and alcohol products, and strategies for enhancing inter-regional cooperation. Both sides found the exchanges highly beneficial.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;According to the DOF, discussions with the Yilan and Hualien finance authorities centered on how local governments implement the Tobacco and Alcohol Administration Act and strengthen enforcement against illegal products. This sparked a nationwide push for transportation reform, prompting the Dutch government to redesign roads with a human-centered and sustainable safety approach. These efforts led to a dramatic reduction in traffic fatalities, making the Netherlands one of the safest countries in the world in terms of road safety.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp; &amp;nbsp; In her talk titled Stepping into the &lt;em&gt;Soul of French Culture&lt;/em&gt;, Patricia Lopes explored how France&amp;rsquo;s cultural identity has been shaped by its founding values of liberty, equality, and fraternity. This deep-rooted heritage has fostered a strong national pride and a confident embrace of culture. The French love to engage in lively discussion, value critical thinking, and prioritize quality of life and personal expression. Everyday gestures&amp;mdash;like greeting one another with a warm Bonjour or exchanging cheek kisses&amp;mdash;are rich reflections of this cultural philosophy.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp; &amp;nbsp; Lopes noted that cuisine is the indispensable soul of French culture. From a simple breakfast of croissants and black coffee to elaborate multi-course lunches and dinners, meals in France are not only a gastronomic experience but also a vital social ritual&amp;mdash;an opportunity for conversation, connection, and cultural exchange. French cuisine embraces a wide range of flavors with confidence and curiosity, from wine and cheese to more adventurous dishes like frog legs, calf&amp;rsquo;s head, tripe, escargots, and wild hare. The BLM manages the largest federal land, approximately a tenth of the entire U.S. territory. The BLM manages nearly 22.8 million acres of public lands in Utah, approximately 42 percent of the state. The BLM&amp;#39;s responsibilities encompass land grazing, recreation, timber harvesting, fishing and hunting, mining, and Rights-Of-Way (ROW). It has offices established in 11 western states (out of 12 states nationwide). Due to its extensive territory, the BLM employs 11,621 staff members and collaborates with 30,860 volunteers. The BLM has law enforcement personnel who patrol for activities like marijuana cultivation, arson, hazardous waste dumping, illegal border crossing, and archaeological excavation crimes, and it receives reports on such offenses. In addition to the uniformed enforcement officers, there are also 70 special agents with search, arrest, and firearm-carrying authority, collaborating with relevant law enforcement agencies. The BLM&amp;#39;s primary missions involve sustainable use of public lands, land conservation, promoting renewable energy, providing public access to federal lands, and allowing recreational activities in natural environments.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;Given the extensive nature of the land under its management, the BLM typically grants ROW for various external uses. However, if constructing buildings or structures on federal lands, or hosting events that can impact the local area, a ROW permit must be obtained. In the fiscal year 2022, there were a total of 119,928 ROW cases, generating a total revenue of USD 100,978,834 for the BLM. Of these cases, 83,845 were general cases under the Federal Land Policy and Management Act (FLPMA), generating a revenue of USD &amp;nbsp;80,912,883. The exhibition shows that the young civil servants of the Government already have a very important foundation, and with them putting in efforts into the project, changes in Taipei are expected. At the same time, Deputy Mayor Huang was very glad that many high-ranking officials from the Government have also participated in the project. She often brings it up to the mayor on how the officials are also learning. Many of them come from the private sector and understand the needs better. Feature attractions and an itinerary offering experience will connect MaoKong Gondola with the tea farms and shopping district in MaoKong, U-Theater, temples and an ecology park to be built at the zoo in the future. The program connects tour operators and offers a trip planner system for independent travelers to serve a variety of travelers. Then there are convenient integrated service facilities such as the improvement of signs, parking information guidance, sharing electric scooters, electric cars and other transportation systems to put the cherry on top of the already convenient and comfortable trips. At the gathering, were announced the results of the election for the Captain for the Year, and Commissioner Tom Chou presented the appointment letters to the new Captain and Vice-Captain. Certificates of appreciation were also handed to the resigning Captain, Vice-Captain, honorary consultants and the distinguished volunteers who ranked among the top 5 in terms of the total number of service hours, for their hard work and dedication at the service of the Department.&lt;br /&gt;&lt;br /&gt;　　In his speech, Commissioner Chou remarked, with a pinch of humor, on how he was about the same age as all the volunteers and was influenced by his diplomatic career and his children. He added that he was also open and willing to learn new things such as rap music, from the younger generation of singers. With his sense of humor, he drew all the volunteers even closer during the gathering. Commissioner Chou sincerely expressed his gratitude to the volunteers present for their dedication in supporting the Department, especially during this two-year-long period of the COVID pandemic. Through this exchange platform, we can listen to the heartfelt voices of our volunteer partners and bring cohesion to our mutual friendship. In addition to announcing the results of the new year&amp;#39;s election of the Commander and issuing certificates of appointment for the cadres, certificates of appreciation and small gifts were also awarded to the outgoing cadres and the top five volunteer partners in terms of hours of service, thanking them for their hard work in helping the Department in its operations.&lt;br /&gt;&lt;br /&gt;Speaking at the ceremony, the Acting Director of the Department, LIN Fang-Ju thanked the volunteers for their efforts in supporting the operations of the Department, particularly in the context of the outbreak of the COVID-19 epidemic, which had disrupted the operations of many an institution. Owing to the strong support of our partners, we can take the temperature of people entering the Department&amp;#39;s premises daily to help to secure the safety of the site and has been a timely reminder for lecturers and students to wear masks. Attention is paid to the physical conditions of the students in the class, to maintain the safety of the classroom environment and reduce the impact of the operations of the Department. She also mentioned that the total number of volunteer service hours served in 2019 was over 11 000 hours, with more than 130, 000 people serving, an increase of 11% over 2018. The service produced a marked effect and a high appreciation by lecturers and students.&lt;br /&gt;&lt;br /&gt;The philosophical value of our voluntary service is &amp;quot;care, cooperation, service, and pleasure&amp;quot; and therefore, our volunteer partners are always positive-going, helping one another, happy and harmonious in the team culture service to promote the Department&amp;#39;s operations and provide excellent quality service. The Department of Civil Servant Development (DCSD) arranged a series of training classes and on site visite for the civil servants to exchange and visit.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The training was based on the Memorandum signed by the DCSD and GPHRDI on August, 2017. The DCSD&amp;rsquo;s Commissioner Chao-Hsiang Chu led 15 civil servants of the Taipei City Government to the GPHRDI on December, 2017 to exchange experiences on industry, technology, transportation and tourism. The GPHRDI assembled the team to training and study courses including garbage disposal, resource reuse, environmental education, transportation operation, cultural experience and disaster response.
