In addition to the lectures, the event featured interactive activities designed to give participants a firsthand experience of French and Dutch culture.     In her opening remarks, Department of Civil Servant Development (DCSD) Commissioner Ho Ya-jiuan noted that the 2025 World Masters Games will be held from May 17 to 30. To prepare for the arrival of athletes from around the world and help Taipei City Government staff better understand international cultures, DCSD has organized a series of cultural lectures since last September. These sessions have covered regions including Northeast Asia (Japan and Korea), Southeast Asia (Singapore, Malaysia, and Indonesia), North America, Oceania (Australia and New Zealand), and India.     This sixth session focused on French and Dutch culture. They noted that the country is home to the world’s oldest national anthem and that 26% of its territory lies below sea level. The Dutch are widely recognized for their high English proficiency and their reputation for direct, open communication.     The Netherlands has also been a cradle of artistic genius, producing legendary painters such as Johannes Vermeer, Rembrandt, and Vincent van Gogh. Among Vermeer’s most iconic works is Girl with a Pearl Earring, which features a young woman in an exotic, turban-like headscarf glancing back at the viewer—her luminous pearl earring capturing the spotlight.     One of the event’s highlights was a charming cross-cultural exhibit that playfully reimagined Girl with a Pearl Earring featuring beloved character Miffy the bunny, creating a whimsical fusion of Dutch fine art and children’s pop culture.     Chan and Uijttenhout also shared the powerful story behind the Dutch slogan Stop deKindermoord (Stop the Child Murder), which became a street protest movement in the 1970s following the tragic deaths of over 400 children in traffic accidents in a single year. This sparked a nationwide push for transportation reform, prompting the Dutch government to redesign roads with a human-centered and sustainable safety approach. These efforts led to a dramatic reduction in traffic fatalities, making the Netherlands one of the safest countries in the world in terms of road safety.     In her talk titled Stepping into the Soul of French Culture, Patricia Lopes explored how France’s cultural identity has been shaped by its founding values of liberty, equality, and fraternity. This deep-rooted heritage has fostered a strong national pride and a confident embrace of culture. The French love to engage in lively discussion, value critical thinking, and prioritize quality of life and personal expression. Everyday gestures—like greeting one another with a warm Bonjour or exchanging cheek kisses—are rich reflections of this cultural philosophy.     Lopes noted that cuisine is the indispensable soul of French culture. From a simple breakfast of croissants and black coffee to elaborate multi-course lunches and dinners, meals in France are not only a gastronomic experience but also a vital social ritual—an opportunity for conversation, connection, and cultural exchange. French cuisine embraces a wide range of flavors with confidence and curiosity, from wine and cheese to more adventurous dishes like frog legs, calf’s head, tripe, escargots, and wild hare. Lopes also introduced the audience to French table etiquette, the art of wine pairing, and the close relationship between regional identity and local cuisine, showing how in France, eating has evolved into an everyday form of artistic expression.     Beyond the keynote talks, the event featured immersive cultural experiences from both France and the Netherlands. The French Chanson Duet opened the program with the classic C'est si bon, performed by Nicolas Drouet, adjunct lecturer in Tamkang University as well as Chinese Culture University where he teaches in the French Department, and Soochow University where he teaches in the Music Department, accompanied on the accordion by Vincent Tsai, guest lecturer at University of Taipei. In addition to inviting representatives from National Treasury Administration, Customs Administration, Taxation Administration, and the five regional National Taxation Bureau offices, the conference also extended invitations to relevant enforcement agencies such as the Coast Guard Administration under the Ocean Affairs Council, as well as representatives from the tobacco and alcohol authorities of civil governments. Additionally, duty-free tobacco and alcohol brought back from overseas travel can only be used for personal use or as gifts; reselling them is prohibited and may result in a fine ranging from NT$30,000 to NT$500,000. Besides, to protect consumer rights, informational cards were placed at the booth to remind the public to carefully review contract terms when signing agreements with tobacco and alcohol businesses or purchasing gift vouchers. The United States covers an area of 2.4 billion acres, equivalent to approximately 983,400,000 hectares, with around 28% designated as public land, primarily under the BLM and other agencies. The BLM manages the largest federal land, approximately a tenth of the entire U.S. territory. The BLM manages nearly 22.8 million acres of public lands in Utah, approximately 42 percent of the state. The BLM's responsibilities encompass land grazing, recreation, timber harvesting, fishing and hunting, mining, and Rights-Of-Way (ROW). It has offices established in 11 western states (out of 12 states nationwide). Due to its extensive territory, the BLM employs 11,621 staff members and collaborates with 30,860 volunteers. The BLM has law enforcement personnel who patrol for activities like marijuana cultivation, arson, hazardous waste dumping, illegal border crossing, and archaeological excavation crimes, and it receives reports on such offenses. Kinmen County Government has excellent performance in financial and debt management. In 2022, the assessment of "The Program for Assisting Local Government Finance", Kinmen County and Taipei City both received first-class results in the "financial management" assessment. Kinmen County, which had no debt for years, achieved remarkable results in the "debt management" assessment. As a result, Kinmen County ranked third in the assessment of "The Program for Assisting Local Government Finance" in 2022. Taipei City and Kinmen County could learn and exchange relevant management experiences from each other. 2. Tobacco and alcohol management and investigation: The socio-economic and geographical environments of Kinmen County and Taipei City are very different. In view of the vast distribution of land outside the city and the limitation of human resources, budget, transportation and time costs, and other factors, it is impossible to investigate in person on-site. From August to October 2022, it will sponsor the Famous Artworks from the Perspective of Drug Addiction—Special tour exhibition in northern Taiwan in collaboration with Taipei Port Container Terminal Corp. and Taipei City Hospital Yangming Branch. With the theme of the changes of people’s characters and physical conditions after abusing drugs, the famous paintings of renowned painters are modified to allow viewers to compare them before and after drug abuse in order to reveal the additive process and sufferings of drug abuse. It aims to inspire viewers to learn about drug abuse to stay away from drugs and avoid falling into the trap of drug addiction. The messages of anti-drug and drug addiction prevention are communicated through the cross-over art exhibition. Chi-Ting Tseng, the Director of the Pharmacy Department, Taipei City Hospital Songde Branch explained that for example, in this special exhibition, the famous painting of the Mona Lisa by da Vinci has been modified to present the shortcomings of Mona Lisa – her pupils have shrunk (myosis), and she has become skinny because of sickness, skin problems, etc. after heroine addiction.
