The establishment of Land Development Agency had been prepared since 1998 by the Department of Land Administration, Taipei City Government. It was meant to consolidate the agencies in charge of zone expropriation, urban land consolidation and cadastral survey, i.e., the “Land Consolidation Division of Taipei City” and “Survey Division of Department of Land, Taipei City Government”, which had been under the jurisdiction of the Department of Land of Taipei City Government, and integrated the partial functions of the Fifth Division of the Department, as the Land Development Agency. The Department of Land also started the drafting of the “Organization Rules of Land Development Agency, Department of Land Administration, Taipei City Government” and the Table of the Organization Structure. The bills were approved at the Taipei City Executive meeting on July 3, 2001, passed by the Taipei City Council on January 6, 2004, and approved by the Examination Yuan on September 6, 2005 , upon the efforts made by the three Commissioners: Ren-ju, Hsu, Qing-quan, Sung and Tsong-ji, Ji. On September 6, 2005, the Land Development Agency, Department of Land Administration, Taipei City Government was then established to fully promote land development and build a beautiful, superior, and happy living Taipei metropolitan with the first historical step. The Land Development Agency was renamed on December 20, 2011, due to the amendment of organization rules. However, the agency is keeping the same English name.
